H.E. Eng. Abdulbasit Salim Al-Baour, President of Libya’s General Authority for Communications and Informatics, received on Tuesday, 12 August 2026, H.E. Eng. Mohamed Ben Amor, Director General of the Arab Information and Communication Technologies Organization (AICTO), and the accompanying delegation. The meeting was held as part of ongoing efforts to strengthen Arab cooperation and advance regional partnerships in the fields of telecommunications, information and communication technologies, and digital transformation.
The meeting provided an opportunity to review key developments in Libya’s telecommunications and information technology sector. H.E. Eng. Al-Baour presented an overview of the sector’s key national and international indicators, highlighting Libya’s progress in connectivity, digital access, and digital transformation, as well as national efforts to strengthen digital infrastructure, enhance its readiness, and improve the quality, reliability, and efficiency of digital services.
The discussions also explored prospects for enhanced regional cooperation and opportunities to further strengthen collaboration between the General Authority and AICTO, particularly in the areas of policy development and regulatory frameworks, capacity building, knowledge and best-practice exchange, digital infrastructure development, the adoption of emerging technologies, and the advancement of Arab initiatives and projects. Such cooperation is expected to contribute to accelerating digital transformation and fostering greater regional digital integration.
In this context, the General Authority delivered a visual presentation on the current state of Libya’s digital infrastructure, highlighting its main components, key development indicators, and prospects for further expansion and modernization. The presentation also underscored the strategic role of digital infrastructure in enabling digital government services and strengthening interoperability and integration among national institutions.
The meeting also addressed Libya’s candidacy for membership of the International Telecommunication Union (ITU) Council for the 2027–2030 term. The discussions emphasized the importance of this candidacy in strengthening Libya’s representation and engagement in international decision-making processes related to telecommunications and information and communication technologies, while enabling it to contribute more actively to shaping the sector’s policies, priorities, and future directions at both the regional and international levels.
During the meeting, H.E. Eng. Mohamed Ben Amor also formally invited H.E. Eng. Al-Baour to participate in the AI-Forward Summit 2026, to be held in the Republic of Tunisia from 7 to 10 September 2026. He stressed the importance of Libya’s participation in this major regional event, alongside its engagement in other regional and international initiatives and programmes addressing the future of artificial intelligence, digital transformation, and emerging technologies.
At the conclusion of the meeting, H.E. Eng. Al-Baour presented H.E. Eng. Mohamed Ben Amor with a collection of commemorative postage stamps issued in connection with Libya’s candidacy for membership of the ITU Council. The symbolic gesture reflects Libya’s aspirations to strengthen its international presence and contribute actively to global cooperation and decision-making in the telecommunications and ICT sector.
The visit underscores AICTO’s continued commitment to strengthening its relations with Arab countries and their national institutions, expanding avenues for joint cooperation, and facilitating the exchange of expertise, knowledge, and best practices. It further reflects the Organization’s efforts to support digital transformation, promote regional digital integration, and advance Arab cooperation in the fields of telecommunications and information and communication technologies.
