Tunis, 17 June 2026 — The Arab Information and Communication Technologies Organization (AICTO) concluded the proceedings of the 29th session of its Executive Council and the 22nd session of its General Assembly, held on 16 and 17 June 2026 in Tunis, Republic of Tunisia. The meetings culminated in the approval of the Organization’s Action Plan and Budget for the period 2027–2028, as well as the adoption of a number of strategic decisions and initiatives aimed at accelerating Arab digital transformation and strengthening the region’s position within the global digital landscape.
The Executive Council meeting was chaired by Her Excellency Dr. Huda Al-Wahidi, Deputy Minister of Communications and Digital Economy of the State of Palestine, with the participation of His Excellency Eng. Mohamed Ben Amor, Director General of AICTO. The meeting was attended by representatives of the Arab Member States of the Council, namely: the Republic of Tunisia, the People’s Democratic Republic of Algeria, the Republic of Sudan, the Republic of Iraq, the State of Palestine, the State of Libya, the Arab Republic of Egypt, and the Kingdom of Morocco, in addition to a representative of the Department of Arab Organizations and Federations (Economic Sector) of the League of Arab States.
The 22nd session of the General Assembly was chaired by His Excellency Mr. Sofiene Hemissi, Minister of Communication Technologies of the Republic of Tunisia, with the participation of Her Excellency Dr. Huda Al-Wahidi, Chairperson of the Executive Council, and His Excellency Eng. Mohamed Ben Amor, Director General of AICTO. The session was attended by representatives of the Arab Member States: the Hashemite Kingdom of Jordan, the People’s Democratic Republic of Algeria, the Republic of Tunisia, the Syrian Arab Republic, the Republic of Sudan, the Sultanate of Oman, the Republic of Iraq, the State of Palestine, the State of Qatar, the State of Libya, the Arab Republic of Egypt, the Kingdom of Morocco, and the Republic of Yemen, as well as a representative of the League of Arab States.
The General Assembly approved AICTO’s Action Plan for 2027–2028, which aims to establish a balanced framework that reinforces the Organization’s role as a regional implementation arm supporting decision-making, enhancing governance efficiency and capacity building, and advancing digital innovation and regional and international partnerships towards building a secure and sustainable Arab digital society.
The approved Action Plan includes a number of ambitious strategic initiatives, notably:
- The establishment of the SARAI Observatory, dedicated to monitoring the progress of Artificial Intelligence applications in line with the Arab Joint AI Strategy (2023) and the Arab Ethical Charter for AI (2025).
- The creation of the Smart Innovation Sandbox, an experimental innovation laboratory providing a secure and isolated testing environment for Artificial Intelligence prototypes, benefiting Arab startups, business incubators, and researchers in the field of AI.
- The Arab and African Women in Advanced Intelligence Leadership (AWAIL) Program, aimed at building a sustainable ecosystem for women’s leadership in advanced intelligence.
- The Arab Alliance for Artificial Intelligence Governance, which seeks in particular to harmonize digital policies and regulatory frameworks among Member States.
- The revitalization of the Arab African e-Certification Authority Network (AAECA-Net) and efforts to facilitate mutual recognition of digital signatures and digital certificates among Arab and African countries, as well as with countries worldwide.
The General Assembly also approved the Organization’s financial budget for 2027–2028, ensuring the successful implementation of these strategic objectives and initiatives.
