
On Wednesday, April 30, 2025, His Excellency Eng. Mohamed Ben Amor, Director General of the Arab ICT Organization (AICTO), received at the Organization’s headquarters in La Marsa, His Excellency Ambassador Rami Farouk Qaddoumi, Ambassador of the State of Palestine to the Republic of Tunisia, along with His Excellency Dr. Ali Zidan Abu Zuhri, Member of the Executive Committee of the Palestine Liberation Organization, Chairman of the Palestinian National Committee for Education, Culture and Science, and Dr. Bara Asfour, President of the Arab American University in the State of Palestine, accompanied by their delegation.
The meeting focused on strengthening cooperation between the participating institutions. H.E. Eng. Mohamed Ben Amor presented an overview of AICTO’s key activities, highlighting recent achievements in the field of artificial intelligence. Notably, he outlined the “Arab Charter for the Ethics of Artificial Intelligence,” developed by AICTO in collaboration with the Ministry of Communications and Digital Economy in the State of Palestine, and discussed the progress of the Arab AI Incubator initiative.
Dr. Asfour expressed the university’s interest in fostering collaboration with AICTO to support shared priorities and enhance institutional capabilities. Additionally, the National Center for Digital Transformation presented the “Digital Transformation Framework for Universities” (ADAPT), including the project documentation and mechanisms for assessing digital transformation across universities.
In this context, both parties agreed to sign a cooperation agreement between AICTO and the National Center for Digital Transformation. The agreement aims to scale the “Digital Transformation Framework” beyond universities to the broader Arab region, integrating emerging technological trends and artificial intelligence. It will also include the launch of a “Certified Capacity Qualification” program designed to develop digital competencies across the Arab world within a unified framework.
