Approval of the Action Plan and Budget for 2027–2028 and Adoption of Strategic Initiatives Supporting Arab Digital Transformation
Tunis, 17 June 2026 — The Arab Information and Communication Technologies Organization (AICTO) concluded the proceedings of the 29th session of its Executive Council and the 22nd session of its General Assembly, held on 16 and 17 June 2026 in the Republic of Tunisia, the host country of the Organization. The meetings resulted in the approval of AICTO’s Action Plan and Budget for the period 2027–2028, as well as the adoption of a number of strategic decisions and initiatives aimed at advancing Arab digital transformation and strengthening the region’s position in the global digital landscape.
Proceedings of the 29th Session of the Executive Council
The session of the Executive Council was chaired by H.E. Dr. Huda Al-Wahidi, Deputy Minister of Communications and Digital Economy of the State of Palestine, in the presence of H.E. Eng. Mohamed Ben Amor, Director General of AICTO.
The meeting was attended by representatives of the Arab Member States of the Council, namely: the Republic of Tunisia, the People’s Democratic Republic of Algeria, the Republic of Sudan, the Republic of Iraq, the State of Palestine, the State of Libya, the Arab Republic of Egypt, and the Kingdom of Morocco, in addition to a representative of the Department of Arab Organizations and Federations (Economic Sector) of the League of Arab States.
The Council reviewed and discussed AICTO’s Action Plan and Budget for 2027–2028 and examined a comprehensive report on the Organization’s activities and achievements during the period 2025–2026, in addition to reviewing the final accounts report.
22nd Session of the General Assembly
The 22nd session of the General Assembly was chaired by H.E. Mr. Sofiane Hemissi, Minister of Communication Technologies of the Republic of Tunisia, with the participation of H.E. Dr. Huda Al-Wahidi, Chairperson of the Executive Council, and H.E. Eng. Mohamed Ben Amor, Director General of AICTO.
The session was attended by representatives of the Arab Member States, namely: the Hashemite Kingdom of Jordan, the People’s Democratic Republic of Algeria, the Republic of Tunisia, the Syrian Arab Republic, the Republic of Sudan, the Republic of Iraq, the Sultanate of Oman, the State of Palestine, the State of Qatar, the State of Libya, the Arab Republic of Egypt, the Kingdom of Morocco, and the Republic of Yemen, as well as a representative of the League of Arab States.
In his opening address, H.E. the Minister highlighted the pivotal role played by AICTO in unifying Arab efforts, strengthening joint cooperation, facilitating the exchange of expertise, and launching initiatives that contribute to building a prosperous digital future capable of keeping pace with rapid technological developments and responding to the aspirations of Arab societies.
He also reaffirmed the commitment of the Republic of Tunisia to continue supporting the Organization, in cooperation with Member States, towards building a smart, secure, and sustainable Arab digital society.
Action Plan and Budget for 2027–2028
The General Assembly approved AICTO’s Action Plan for the period 2027–2028, which aims to establish a comprehensive framework that reinforces the Organization’s role as a regional executive body supporting decision-making, enhancing governance and capacity-building efforts, and promoting digital innovation, as well as regional and international partnerships.
The General Assembly also approved the Organization’s financial budget for 2027–2028, ensuring the effective implementation of the strategic objectives and programs outlined in the Action Plan.
Strategic Decisions and Initiatives
The General Assembly commended the outcomes of the “AI-Forward Summit 2025” and called for the launch of preparations for organizing its 2026 edition.
Within the framework of promoting technological development and knowledge exchange, the General Assembly approved the dissemination of the Data Governance Policy document developed for the benefit of the General Administration of Informatics of the State of Palestine, allowing it to serve as an Arab reference for Member States in this field.
At the international level, participants emphasized the importance of expanding cooperation opportunities with African regional organizations. They also approved supporting the candidacy of Arab experts for leadership positions in international organizations, notably the candidacy of Mr. Faisal Al-Bayouli for the position of Secretary-General of the African Telecommunications Union (ATU) in the elections scheduled for July 2026.
At the conclusion of the meetings, participants reaffirmed their commitment to continuing joint efforts to develop an integrated Arab digital ecosystem that enhances the Arab region’s presence in the global digital sphere.

- Assignment of the Chairmanship of the Executive Council to the State of Palestine.
