The Secretary-General of the organization chairs the Secretariat-General, and is the legal representative of the organization and he/she is responsible both towards the organization Council and the General Assembly.

The Secretary-General is elected by the General Assembly amongst the candidates prsented by member states, for period of 4 years renewable only once.
